California Electric Bicycle Laws

California Electric Bicycle Laws

Electric bicycles operated in California are generally subject to the same rules of the road as conventional bicycles. Riders must obey applicable traffic laws, signs, signals, and local regulations.

Electric bicycles may be operated on roadways, bicycle facilities, paths, and trails where permitted for their class. Local authorities and public agencies may restrict or prohibit electric bicycles, or certain classes of electric bicycles, on particular paths and trails.

California establishes a 10 mph prima facie speed limit for electric bicycles operated on sidewalks. Local authorities may also establish posted speed limits on bicycle paths and multiuse trails as permitted by California law.

Electric bicycles, batteries, and related electrical systems sold in California must comply with applicable California electrical and battery safety requirements, including applicable testing and safety standards.

Electric bicycles must not be modified or tampered with in a manner that causes the bicycle to no longer meet the requirements applicable to an electric bicycle or its designated class.

Riders are responsible for complying with all applicable state and local laws and should check local regulations before riding.

Important Information

Important: Local jurisdictions may establish additional rules or restrictions regarding electric bicycle use. Riders are responsible for complying with all applicable state and local laws.

Warning

WARNING: IT IS AGAINST CALIFORNIA LAW FOR A PERSON TO TAMPER WITH, OR MODIFY, AN ELECTRIC BICYCLE SO AS TO CHANGE THE SPEED CAPABILITY OF THE DEVICE IN A MANNER THAT WOULD ALLOW THE DEVICE TO GO FASTER THAN PERMITTED BY LAW. MODIFYING THE DEVICE TO GO FASTER MAY RESULT IN REQUIREMENTS TO OPERATE THE DEVICE WITH AN M1 OR M2 LICENSE ENDORSEMENT, TO REGISTER THE DEVICE WITH THE DEPARTMENT OF MOTOR VEHICLES, AND TO INSURE THE DEVICE AS A MOTORIZED BICYCLE OR MOTORCYCLE.
